Why has the Constitution changed?
The Constitution, which sets out the rules of XR UK's Self-Organising System, is updated every few years on the recommendation of the SOS circle. The Constitution was first published in 2019, and this is the third revision since then.
The SOS team collects evidence of tensions and issues with decision-making and mandates over the years, and then proposes changes to address these. The changes are approved by the Hive. The latest round of changes, the first since 2023, were agreed by the Hive on 8 June 2026.
What are the main changes?
The Constitution has some additions which aim to:
- add clarity and explanations where needed;
- add measures for greater inclusion of marginalised voices and to diminish discriminatory patterns;
- make election processes clearer and more robust;
- separate out the Integrative Decision-Making (IDM) process for ease of reference;
- integrate the use of Link Roles within the Constitution.
What is the impact on me and my team?
There are changes to the mandates for the three Core Roles — Internal Coordinator, External Coordinator and Group Admin. Every circle has these roles, and they will each have to be updated on the Hub.
The Internal Coordinator role has additional accountabilities for
- acquiring and maintaining a sound knowledge of the Self-Organising System;
- ensuring the active welcome of under-represented and marginalised voices;
- tending the team’s culture so that everyone is respected, and tensions (including discriminatory patterns) are addressed.
The External Coordinator role has additional accountabilities for
- reporting on the health of this team to the broader circle, including any issues with discriminatory patterns;
- sharing the perspectives of under-represented and marginalised voices, where relevant to the work of the team;
- acquiring and maintaining a sound knowledge of the Self-Organising System.
The purpose of the EC role is changed to include getting the team aligned with the wider movement’s work and priorities.
The Group Admin role has additional accountabilities for
- making records and communications accessible and inclusive for all team members wherever reasonably possible.
- ensuring the team has a group agreement to maintain the security of the tools and platforms it uses.
And its purpose is changed to to ensuring that rebels can easily find and view accurate information about the team and its work.
When do these changes come into effect?
In principle, immediately. The new version of the Constitution is available along with all the supporting documents and SOS guidance.
You should use the new guides for election processes, and you may hold your IC, EC and Group Admin accountable using the new mandates.
In practice, no one will change the mandate records on the Hub straight away. Each team may ask their Group Admin to update to the new mandates on the Hub using the Copy Standard Role feature. At some point in autumn 2026, Digital may be asked to update all Core Role mandates to bring them into line.
